Reports to:  VP of Housing Operations

Job Description for Housing Choice Voucher Program Manager:

The Housing Choice Voucher Program Manager is responsible for the management of the Housing Choice Voucher Program, which includes Section 8 and special purpose voucher programs such as Fostering Youth to Independence (FYI), Stability, Emergency Housing Voucher and Mainstream Vouchers.

Responsible for the management of the Section 8 Housing Choice Voucher, and special purpose voucher programs such as Foster Youth to Independence (FYI), Stability, Emergency Housing Voucher and Mainstream Voucher Programs. 

Ensures that all voucher programs are following regulations and established rules according to Housing and Urban Development (HUD). This position also involves assisting with other assisted housing operations as required, including property-based programs.

This employee is in charge of all day-to-day activities of the Voucher Program including accepting applications, managing the waiting list, issuing vouchers, preparing HAP contracts, scheduling and conducting inspections, and submitting 50058 forms.

  

Housing Choice Voucher Program Manager Responsibilities

  • Coordinates the issuance of Vouchers in accordance with established rules and regulations of the Housing Choice Voucher Program.
  •  
  • Manage the HCV program on behalf of the agency using discretion while maintaining application files in accordance with HUD and Authority policies and priorities.
  •  
  • Prepares periodic reports for the Housing Choice Voucher Program including the budget forecasts.  Recommends actions to meet HUD requirements related to utilization, rates and budget limits.
  •  
  • Receives and responds to inquiries and complaints from tenants and/or landlords, investigates to see if continued participation is in jeopardy.
  •  
  • Maintains contact with prospective landlords, individuals and realtors to obtain cooperation and participation in the Housing Choice Vouchers program and to assure that adequate standard housing units are available.
  •  
  • Computes new rent, utility reimbursement, and HAP amounts; notifies residents and landlords of changes; notifies landlords of any remedial action necessary under the requirements of the program.
  •  
  • Responsible for scheduling and completing yearly re-certifications for all assigned properties.  Performs move-in/out inspections.  Investigates fraud cases as required.

  • Monitors, tracks and makes recommendations concerning Section 8 Management Assessment Program (SEMAP); submits reports to PIC (Public Housing Information Center); downloads HUD reports via internet including EIV. 
  • Coordinates with the finance department to ensure correct submission of the Voucher Management System (VMS) report.
  • Conducts on-site inspections for lease enforcement; maintains liaison with tenants and landlords to assure proper upkeep of property; resolves complaints; coordinates the inspection process of Housing Quality Standards
  • Meets with residents regarding complaints concerning the landlord.
  • Maintains positive relations with residents, applicants, agencies, and others.
  • Assists in maintaining up-to-date housing policies as programs and/or law changes, including leases.
  • Informs VP of Housing Operations of landlords' issues, problems encountered with the Housing Choice Voucher program and any problems with the issuance and lease up of vouchers.
  • Performs various inspections as assigned; assists as needed in property activities and assists in the general operations of the Housing Services Division.
  • Assists in maintaining up-to-date housing policies as programs and/or laws change, including leases, etc.
  • Performs other related duties as assigned.

 

Housing Choice Voucher Program Manager Requirements

  • High School diploma or GED is required; Certification as Housing Choice Voucher Manager preferred or ability to become certified within one year of employment. 
  • Must have at least three years of progressively responsible experience in Housing Choice Voucher management and administration; preferably in public or assisted housing. An equivalent combination of education or experience listed will be considered.
  • Considerable knowledge of HUD regulations, policies and procedures regarding leasing and occupancy of Housing Choice Voucher Program, and general knowledge of subsidized public housing.
  • Ability to inspect structures and grounds and to identify areas of non-compliance with applicable laws, codes, HUD regulations, and Authority policies.
  • Ability to establish and maintain effective communication with applicants and residents, fellow employees, landlords, and with outside agencies.
  • Ability to make objective decisions regarding the application of a variety of rules and regulations. Must have excellent communication and customer service skills.
  • Ability to prepare accurate, clear, and concise reports and correspondence; and maintain files and records.
  • Knowledge of modern office practices and procedures and skilled in the use of the computer programs such of MS Office and Excel; Yardi software a plus.
  • Ability to establish and maintain effective working relationships with other AHA employees and residents.
  • Must have dependable transportation, as there may be a need to travel between property sites.
  • Must be bondable
  • Must have a valid Georgia Driver's License.Must be eligible for coverage under the AHA fleet auto insurance (if applicable).
