Assistant Property Manager

Report to:  Property Manager

Exempt Status: Non-Exempt

$16.50 per hour

 

The Assistant Property Manager supports the administration and operation of the rental communities. The Assistant Property Manager will also assist with other functions of property management, including but not limited to collections; assuring maintenance work is completed; resident relations; and general administration. The Assistant Property Manager will be responsible for all leasing and occupancy activities.

Assistant Property Manager Responsibilities:

  • Must be able to address complaints and concerns with the highest level of customer service.
  • Assists assigned in the general management of one or more properties.
  • Maintains integrity of the waiting list(s)
  • Accurately prepares all lease related paperwork, from the application process through the move-out process. 
  • Maintains and update logs for move-in, move-out, and annual recertification.
  • Conduct inspection of grounds.
  • Sends out notices and performs annual and interim re-certification of residents in a timely and efficient manner.
  • Calculates applicant's family income, determines amount of monthly rent, and monitors compliance with Housing Authority's policies and procedures and HUD occupancy standards.
  • Provide orientation for new residents, shows units, explains lease and briefs residents on Agency policies and procedures.
  • Performs move-in, move-out inspections and prepares move-in and move-out adjustments and vacancy notices and refunds.
  • Conducts annual unit inspections as required.
  • Coordinates with the Maintenance Department and processes needed work orders for all recorded deficiencies
  • Assists with administrative support for relocation of residents.
  • Provides quality customer service to applicants; residents; Agency officials and employees; officials and representatives of various social service agencies; and the community-at-large.
  • Assists in collection of rent and other charges as assigned.
  • Assists in monitoring work orders to ensure work is performed according to the standards and assists in applying applicable charges for repair work.
  • Requests removal of abandoned broken-down vehicles and vehicles with outdated tags and stickers.
  • Assists in performing daily walk-by inspection of buildings and grounds, resolves unsafe or unsatisfactory conditions with residents and Maintenance Department in a timely manner. 
  • Sends notices to residents and schedules conferences to be held at the housing community and/or other locations.
  • Assists in the preparation of recommendation for lease termination.
  • Refers residents to social service agencies for assistance concerning personal and family problems.
  • Attends Resident Association meetings as directed, and meetings with outside agencies to identify resident needs and available outside resources.
  • Prepares monthly reports as required.
  • Attends departmental and agency-wide staff meetings and training sessions as scheduled.
  • Maintains inventory of Agency property at complex.
  • Maintains resident files in electronic data management system and processes transfers of residents to other appropriately sized dwelling units.
  • Assists in implementing HUD and Agency rules and regulations
  • Handles documents on a variety of general, personal and technical topics of a highly confidential nature and assures confidentiality of sensitive information pertaining to the Agency's operations.
  • Attends professional meetings, seminars and conferences in order to continue to be updated on new trends, activities and concepts in housing programs.
  • Keeps the Property Manager informed of the operations of the assigned community and submits reports as required.
  • Performs office duties to include, but not be limited to, answering phones, taking messages, taking work orders requests, scanning and ordering office supplies.
  • Performs other duties as assigned.

Assistant Property Manager Requirements:

  • Associate's degree from an accredited college or university in Business, Public Administration, Social Sciences or related field is preferred.   Bachelor's degree is a plus. Combination of education and experience will be considered.
  • Minimum of one (1) year experience as an Assistant Manager working in an administrative capacity in residential property management, preferably in affordable housing, or social service agency.
  • Must obtain the Certification Occupancy Specialist (COS) and Multi Family Housing Specialist (MHS) or Public Housing Manager (PHM) certifications within one year of employment. 
  • Must have excellent communication skills, both oral and written.
  • Must have general knowledge of AHA operating policies and procedures; principles, practices and techniques for property management; HUD, Low Income Housing Tax Credit (LIHTC) and other applicable regulations.
  • Must have basic arithmetic experience.
  • Must have general knowledge of services available through local social service agencies.
  • Must have general knowledge of budgeting and bookkeeping, computer software in word processing and spreadsheet applications, and office equipment.
  • Must be entry level experience in the following software:

MS Word

MS Excel

PowerPoint

MS Outlook

 

  • Must have the ability to establish and maintain effective working relationships with a diverse group of people ranging from Agency officials and employees, residents and persons outside the Agency and effectively manage situations, which require firmness, with tact and diplomacy.
  • Must have keen attention to detail and accuracy
  • Must be highly motivated and takes initiative
  • Must be innovative and resourceful
  • Work is performed in-office and on-site and involves some physical exertion during visits and inspection of units and developments and the Property Manager must be able to travel to meetings, conferences and workshops locally and in other cities.
  • Must have dependable and reliable transportation.
  • May be required to lift files or other items weighing up to 30 pounds.
  • Must be bondable.
  • Must have a valid Georgia Driver's License.
  • Must be eligible for coverage under the Housing Authority's fleet auto insurance.
  •  

Work schedule is 40 hours per week. Criminal background check, Drug testing and Valid Georgia Driver's license required.
